Soviet disinformation began before the creation of the KGB. The first intelligence-disinformation operation was probably the TRUST, directed against monarchists and Britain by Cheka founder Felix Dzerzhinsky himself. Disinformation became an independent uni under Ivan Agayants then Gen Sergey Ivanov.
Note that the US also resorted to disinformation in the 1950s by more or less taking over three different West Berlin-based FRG groups -financing, organization, etc. When Bill Harvey arrived in Berlin he gave a new impulse to these activities, but it was a very limited exercise compared to the KGB’s woldwide efforts, seconded by East Germany’s HVA and Czechoslovakia’s STB.

The advent of international data networks, which preceded by very little the collapse of Communism, was a gale changer. Non-Communist Russia immediately showed it was aiming at doing better than its Soviet predecessors.
